2020 Budget: AKHA Speaker sues for co-operation from Gov’t Arms
The Speaker, Akwa Ibom State House of Assembly, Rt Hon Aniekan Bassey sued for cooperation in all the arms of government which according to him will fast track development in the state. He made this known during 2020 Budget presentation by the Executive Governor of Akwa Ibom State, Deacon Udom Emmanuel.
The Speaker, in his welcome address, while praising the governor for his people-centred policies, sue for collaborative governance saying that this will fast track development in the state. According to him the Seventh Assembly does not see separation of powers as an avenue to antagonise other arms of government, rather, as a means of ensuring proficiency in governance.
“We all know the concept of separation of powers as a key component of a democratic government. it has helped seriously in making every arm of the government, albeit independently to be alive to its responsibilities to the people.
I wish to however bring to your attention, a new concept of cooperation of powers. The concept seeks to separate the functions of government but encourage the spirit of co-operation and collaboration of the arms of government.
This is because we have found out that no arm of government can truly be separated in a functional democracy that seeks to deliver dividends to the people”.
The speaker assured Governor Emmanuel that the House will swing into action on the Budget with a view to giving it expeditious consideration and passage into Appropriation Law. He said the Honourable Members and the Legislative bureaucrats will work round the clock. Since the House has been duly carried along in the entire budget process.
Rt. Hon. Aniekan Bassey called on Ministries, Departments and Agencies (MDAs) to provide all the necessary supporting budget data and also stick to the time frame so as to ensure prompt passage of the budget proposal.
Earlier, the governor took pragmatic steps in preparing the financial document of about (N597.800 billion naira) Christened “Budget of Industrial for poverty allivation” According to the Governor, the budget when implemented will help create more industries which will alleviate poverty in the state while admonishing the people of the state to understand the need for them to pay their taxes promptly.
The presentation was witnessed by traditional rulers, lawmakers, members of the governor’s cabinet, government functionaries and leaders of the Peoples Democratic Party (PDP).
